SAST Governance:
Local Governance Committee
The Local Governance Committee (LGC) supports the Trustees in fulfilling their responsibility for oversight of each school within the Trust, acting as the eyes and ears of the Board at a local level. Their role is more focused than that of a traditional school governing body. The SAST central team manages finance, HR, estates, IT and other operational functions.
Responsibilities of Local Governors
As part of SAST’s three-tier governance structure, Local Governors focus on the areas delegated to them through the Trust’s Scheme of Delegation. Their key responsibilities include:
Monitoring the quality of education, teaching and learning within the school.
Reviewing standards, pupil achievement and progress.
Supporting and challenging school leaders to secure continuous improvement.
Ensuring SIAMS criteria are an integral part of the school culture.
Monitoring arrangements for safeguarding, pupil welfare, inclusion and wellbeing.
Understanding the school’s context and ensuring it remains closely connected to its local community.
Acting as ambassadors for the school and the Trust within the local area.
Providing local intelligence and assurance to Trustees regarding the effectiveness of the school.
Supporting strong leadership, accountability and effective governance at school level.
Approval of school based polices.
Â
Two governors of each LGC are elected from among the school’s parents, while a further governor is elected by staff. The Headteacher serves ex officio. The remaining governors are appointed by the Trustees following recommendations from the LGC and Headteacher based on skills and experience.
The LGC meets at the beginning of each full term (three times per year), plus an additional meeting to review published examination or assessment performance. For primary schools, this usually takes place during the summer term following publication of SATs results. For secondary schools, this meeting generally takes place in the autumn term.
In Church of England schools, the Diocese of Salisbury and the Diocese of Bath & Wells receive and consider nominations and make appointments. Former VA schools must have a majority of Foundation Governors, and former VC schools must have at least 25% Foundation Governors. Each Local Governor is appointed for a term of four years, after which a further term may be agreed with the Diocese or Trustees.
